Yeah, I went back and looked again while I was editing the recording and Justin was right about the tent. It was there when Kino arrived and is where they found the three guys. Kino doesn't look in the truck until the very end.

The world in the show isn't post-apocalyptic, but it's definitely unusual. Regarding the tent discussion, I never paid that much attention to it, though on closer inspection, the one that was left behind doesn't look to have been Kino's. The shape and pattern on it are different. Not sure what the art of this anime reminded you of. I wouldn't think it was Lain, because that one still has a bit of that 90s look unlike Kino. Also Yoshitoshi Abe's character designs are pretty distinct and he didn't work on this, regardless of how cool that would've been.
