Cagalli is not a Coordinator and is a Natural. The background for why is that when Via HIbiki was pregnant with twins, Ulen Hibiki removed Kira from Via and put him into the artificial womb where all of the genetic manipulation to make him an Ultimate Coordinator occurred, so Cagalli's genes were never modified and she is a Natural. Being able to enter SEED mode is not something limited to Coordinators only, but Cagalli is the only Natural we've seen do it.

There's a good one by Kakarot197 that covers the Cosmic Era up until the start of the war in Seed and can provide a better understanding of coordinators and the timeline of events, like the first coordinator and Blue Cosmos.
