I think Theta misunderstands the nature of Athrun and Lacus's prior relationship. Their engagement was an arranged political marriage and was not one of love, plus the PLANTS have regulations in place which determine which Coordinators are able to marry each other because of the birth rate problem that was discussed in the first season. Lacus and Athrun got along well and made their engagement work before Kira, but Kira is the one Lacus fell in love with. There is even a scene in the first season where Lacus tells Athrun that she is very fond of Kira when Athrun visited her before he went to Earth for the first time.
