With respect to the Newtype flashes in Seed. It is not restricted to between clones and people related to clones because twice in SEED Rau had a flash right before Kira shot him down in the Mendel Colony and again when Kira started fighting him in the final episode of Gundam Seed. It's also implied that Kira may be developing that ability because he "senses something's wrong" and goes back to check on the Archangel and his "feeling" leads him directly to Rau. Also Rau was a clone of Mu's father, not Mu himself and Rau was not a Coordinator but was so skilled as Natural his abilities reached Coordinator levels.
