Laura was the first xeno submitted to Consortium conditioning, which was pretty brutal at first, until the process became more subtle and less conscious.
Prime type 1 xenos were useful as assistants, but lacked lot of initiative, but made perfect for simple tasks that required little human supervision.
Only type 1 xenos seen in the comics is Laura so far, but she's a prototype... the rest were basically developed after her, but the Consortium didn't made many.
