So Heimerdinger did sacrifice itself but knowing that he'll just respawn in bandle city.

When Cait said "You really think I needed all the guards at the Hexgates? Sorry to say, you've grown a bit predictable," she was saying that she knew Vi was going to try and let Jinx free, and so she instructed all the guards to be elsewhere to make this possible. It's her way of saying "I trust you and your decisions, you didn't choose wrong, and you haven't lost me"
