Since kaneki was tortured by Jason they wanted to recreate the same conditions. They used rizeās kakuho to turn kaneki thatās why he has her kagune and they used Mr.Yoshimuraās (coffee shop owner, etoās dad) kakuho to turn takizawa, thatās why his kagune/powers are similar. Amon has been watching all this time, he is one of the failed experiments and canāt use a kagune. This raid is happening at the same time as arima v kaneki, itās not a time skip
